A formor professor at Facultas Academy and the main antagonist of the series.
Personality
At first Moral seems to be a random civilian when he bumps into Nice on the streets during the second episode, but is later revealed to be the serial killer and has obtained many brains in various jars around his office. He is further shown to be much more intelectual and sharp when he has his meeting with Art. During the meeting it shows that Moral has no problems bending his own namesake of others, even going so far as to turn a kid into a monster because he was wanting to feed him power. At one point, indirectly, Nice makes a comment believing that he and Moral are alike. Whether Nice meant pearsonality wise, or otherwise is not revealed yet in the anime.
Background
The serial killer targeting Minimum Holders. He extracts the brains of his victims and stores them in his hideout for use in various experiments. Like a typical serial killer he possesses a severely warped mind, often personifying the physical brains of his victims, speaking to them and even going as far as to take them out for walks.

The black cosmos he puts on the grave and left with Art has not the meaning of "jealousy and despair" but the cosmos actually has the meaning of peace, which would be fitting since he puts it with the dead and also sent Art to death what seems like peacefully.
